For most pools cloudy water represents the circ*mstance immediately before the water turns green. There could be a number of different causes for why a pool is too cloudy but certainly the first step in resolving the problem should start with a detailed water chemistry analysis to see what is happening in the water. The first step should not be to change the sand in your sand filter...this is rarely the cause (or solution to) cloudy pool water.
Generally the biggest causes for cloudy water relate to chlorine levels or other chemistry levels preventing the chlorine from working properly in the pool. Low or inadequate filtration could cause this also, but presence of phosphates, high total dissolved solid levels (old water), combined chlorine levels above 0.0ppm, high pH rendering the chlorine inactive...many things can cause green water and this video will help you look at each of them one by one so you can get your pool water sparkling once again.
